Minor (though clarifying) administrative changes. At § 200.1, a definition for Federal awarding agency was added, and the definition of Oversight agency for audit was revised.

13AUG2020 – 85 FR 49506 et seq. (Scroll to 49529; it's a big old doc.)
Sweeping (but mostly minor) changes (section re-numbering, etc.), with the significant changes as follows:
- New § 200.216 prohibits purchase of certain Chinese telecommunications products (primarily Huawei and ZTE) and services using such products.
- New § 200.340 adds provision for funder-initiated termination when the award ''no longer effectuates the program goals or agency priorities.''

10SEP2015 – 80 FR 54407
Minor changes to harmonize sections with concurrent changes to 2 CFR 25. These changes were all subsequently obviated by the sweeping changes at 85 FR 49529, 13AUG2020.

Interim Final Rule implementing the 26DEC2013 Final Guidance, with a few changes.
Simultaneously, federal awarding agencies published their implementations of it. With few exceptions, the approach has been to codify 2 CFR 200 by reference and to add specific adjustments as required by agency-specific statute and agency policy. In this approach, 2 CFR 200 becomes the agency's statement of the regulation, while the agency's adopting regulation carries any additional requirements. Two examples of this approach for the international development community are USAID's 2 CFR 700 (see Notes on 2 CFR 700)and DOS's 2 CFR 600 (see Notes on 2 CFR 600).
However, HHS elected to restate the guidance in its entirety in its regulation at 45 CFR 75 (see About 45 CFR 75).
26DEC2013 – 78 FR 78608 et seq.
Final Guidance on OMB’s complete reform of cost principles, combining Circulars A110, A122 and A133 into 2 CFR 200, scheduled to become effective in DEC 2014. This is the big change that consolidated previous OMB Circulars into 2 CFR 200.
